Vaccines for children between the ages of 12 and 18 may hit the market in July.The Gujarat government hopes that the vaccine for children between the ages of 12 and 18 will hit the market by July. If the vaccine arrives in July, the schools will be vaccinated and then the schools will start.

Corona closed schools in March.The state government had initially decided to close direct education in all primary, secondary and higher secondary schools in Ahmedabad, Vadodara, Rajkot, Surat, Bhavnagar, Jamnagar, Junagadh and Gandhinagar from March 19, 2021.

Exactly one year later the school-colleges closed againEducational work in schools-colleges, educational institutions was closed from March 16 last year. Subsequently, schools and colleges in Std 6 to 12 were reopened in phases from January to February, but within a year, Corony's condition worsened and on March 18, it was decided to reopen schools and colleges in four metros.

Offline learning began in January and Feb.Earlier, Std 10 and 12 schools were opened from January 11, following which Std 10 and 12, PG and last year's college classes were started. Then in the state std. Schools for 9th and 11th were started on 1st February as well as standard 9th to 12th and competitive examination classes were allowed. After the reopening of schools and colleges from 9 to 12, the state government's education department announced the resumption of classroom education for first-year students in colleges from February 8.

Mass promotion was given to students of Std. 1 to 12.The Gujarat government had announced mass promotions for Std. 1 to 9 and Std. 11 students in the state. This was the first time that mass promotion was given to students for the second year in a row. After that mass promotion was also given to the students of standard 10 and 12.

With this, around 65,000 primary teachers in Gujarat will continue to get higher pay scale grade of Rs. 4200. The State government had suspended the controversial letter in question with effect from 16 July 2020.

The letter had suggested Rs. 2800 grade pay instead of Rs. 4200. The decision according to a note released by the State government, was taken at Chief Minister’s level in a meeting with Deputy Chief Minister and concerned ministers. Primary school teachers had launched hashtag agitation for 4200 grade pay on social media platforms recently. The Chief Minister has directed the Education Department to implement immediately the new order in consultation with the Finance Department and General Administration Department.

The protests were against the implementation of June 25, 2019 GR which has been put on hold as it was affecting the pay grade of 65,000 primary teachers who were recruited after 2010 directly as their pay grade was reduced from Rs 4,200 to Rs 2,800.

This week, following a meeting with representatives of teachers associations, finance minister Nitin Patel reassured teachers that the 2019 GR would be cancelled and Rs 4,200 grade pay will be implemented for all.

Hoping the finance department to take a decision in favour of teachers after by-elections, Chudasama said, “As the file is with the finance department, we are positive that a decision in favour of teachers will be taken by the state government. A decision is expected after the code of conduct.”

Digvijaysinh Jadeja, president of Gujarat Primary Teachers Association that was actively voicing teachers’ resentments against state government’s GR of reduction of their pay scale, said, “We have been told to wait till the by-election.”

Schools run by local bodies do not have pre primary education which is expected to be provided under Integrated Child Development Scheme (ICDS). The Committee had very heated discussion on the need or desirability of regulating pre primary education. The Committee has recommended a set of basic regulations, based on the Guidelines of 1998 but feels that this subject needs a more detailed study and debate before any regulations are prescribed. 

The Committee feels that an Expert Committee should go into these issues immediately. 5 The RtE Act increases Government control in elementary education and this could result in administrative malpractices. The Committee felt that there should be adequate checks and balances to reduce the opportunities for misuse of authority, particularly in the context of requirement of all unaided schools to obtain recognition. The Committee has recommended that all applications for recognition should be examined not by Education Department but by committees consisting of retired teachers and Government officials, and educationists; and grant of recognition or otherwise should be based on the report of these independent committees.  

The Committee has also recommended that the existing practice of annual inspections by Education Inspectors should discontinue as it no longer serves any useful purpose. The Committee has recommended that academic committees consisting of educationists should be given responsibility of academic supervision and guidance of elementary schools.

The Committee has also recommended that reputed schools and other education institutions should also be associated in academic supervision. Every elementary school should have the benefit of such supervision at least twice a year and the report of such supervision should be forwarded to CRCs and DIETS for providing suitable training and other academic assistance to teachers.

The RtE Act puts enormous responsibility on local bodies for successful implementation of free and compulsory elementary education to all children within their jurisdiction. While District and Taluks Panchayats, and Municipal Corporations in Gujarat are well equipped for this, most of the municipalities are not. The Committee was informed that out of 165 Municipalities and Municipal Corporations only 19 are providing elementary education and such municipalities, are called ‘authorized municipalities’. 

The remaining 146 have resolved that they are not in a position to take this responsibility and the State Government has therefore entrusted this responsibility to the concerned District Panchayat. The Committee was informed that the main reason for the refusal of unauthorized municipalities to manage elementary education was that State Government provided only 95% of expenditure and the remaining 5% was to be borne by the local body. Since these municipalities did not have financial resources, they opted not to provide this service. 

The Committee was firmly of the view that ULBs cannot avoid this responsibility and recommended that as in the case of District Panchayats, State Government should fully reimburse to ULBs the expenditure on elementary education. The Committee has also recommended that even though the financial position of Municipal Corporations is stronger, this is not their core function and they should also be provided full grants and not 85% as per the present practice. 

The Committee was of the view that primary education is not covered under 74th Amendment and that local bodies discharge this responsibility as an agent of State Government and are therefore entitled to full reimbursement of expenditure. 8 The Committee studied the Bombay Primary Education Act 1947 and Rules made there under in 1949, and found that most of the provisions of the Act and Rules are no longer relevant. 

The Committee also found that while the Gujarat Panchayts Act 1961 provided for constitution of Education Committees, the Bombay Municipalities Act did not have such provision. The Committee has faithfully retained all the provisions of RtE Act in so far as they pertain to State Governments, and also adopted with very minor modifications the draft model rules framed by Government of India. An important feature of the rules drafted by the Committee is that it entrusts responsibility on GCERT to lay down guidelines for training of teachers, procedures for continuous and comprehensive evaluation and benchmarks for learning outcomes. 

The Committee has also recommended periodic external evaluation of pre and in service teacher training programs and institutions, and quality of education. In conclusion, I will like to thank all members of the Committee who contributed by their knowledge, experience and wisdom; and all officers of State Education Department who provided logistic and administrative support in this long and laborious exercise. The Committee members hope that Government will find the report useful in creating a legal framework not merely for providing free, but also quality education for all.

All government primary, secondary and higher secondary school teachers in the state will be given ICards.

The most contentious provision in the RtE Act is regarding admission of at least 25% disadvantaged children in unaided schools. During its visits and discussions the Committee discovered that most of the unaided schools have a high percentage of disadvantaged children on their rolls. These children today pay fees which are generally modest and well below the estimated per student cost for Government schools. The Committee fears that to take unintended benefit under the RtE Act school managements will raise the fees upto reimbursement level and claim it from Government. It is for this reason that the Committee has recommended School Card system so that the benefit of admission to disadvantaged children is extended to the most deserving. The Committee also felt that the elite schools are reluctant to admit such children on their own initiative and the School Card system will ensure that they admit them. 2 The RtE Act lays down norms and standards which a new unaided school must fulfill for recognition. These norms prescribe minimum level of academic and physical infrastructure. If an existing school does not have the necessary infrastructure, it must provide it in three years to retain its recognition. The Committee was informed that there a large number of existing schools which will not be able to fulfill these norms due to physical and financial constraints. 

The Committee was of the view that closure of these schools will seriously disrupt education of hundreds of children. The Committee has therefore recommended that if such schools are able to show that they provide good quality education then they should be allowed to continue. The Committee has drawn up minimum educational outcomes which such schools should continuously achieve and recommended that the academic evaluation should be done by independent educationists. The Committee felt that the norms and standards prescribed by RtE Act will make establishment and running of unaided schools more expensive and the burden of higher fees will badly affect the middle and lower middle income families who aspire for good education for their children. 3 The focus of RtE Act is to make available free and compulsory elementary education to every child of the age of 6 to 14. The Gujarat Elementary Education Rules provide for admission on completion of 5 years and schools have been admitting children to Class I accordingly.

If the age of admission is now made 6 years then there will be virtually no admissions to Class I in the first year as all six year olds would have progressed to Class II having been admitted to Class I the previous year. The Committee was therefore faced with a serious dilemma and finally decided to adhere to national norm of 6 years as age of admission, but recommended that if some parents desire their child should be admitted on completion of 5 years, schools should allow them admission. The Committee hopes that with greater spread of pre primary education, this problem will get resolved during the next few years. 4 The RtE Act prescribes that in order to prepare children above the age of 3 years for elementary education, and to provide early childhood care and education to all children up to six tears of age, State Governments may make necessary arrangements for free pre school education. Pre primary education in Gujarat is unregulated by any law.

Important decision of the state government by taking the board exams of standard 10 and 12 due to the transition of corona.

Gandhinagar: The state government has decided to postpone the Std. 10 and Std. 12 board exams in Gujarat which were to be held from May 10 to May 9, in view of the prevailing situation in Corona. The state government has said that the new dates for the exam will be announced on May 15 after reviewing the transition status of Koro.

With the announcement of these new dates, it has been decided that students will be given at least 15 days to prepare for the exam. Education Minister Ramesh Pokhriyal Nishank said, Std. 10 students will be given promotion through internal assessment. Online education again: State government decides to stop offline education in schools and colleges in 8 metros till April 10

Chief Minister Rupani has made some important decisions touching the world of education at the high-level meeting in the context of the growing Koro transition. Giving details about these decisions, Education Minister Bhupendrasinh Chudasama said that direct education in all primary, secondary and higher secondary schools in 8 Municipal Corporations i.e. Ahmedabad, Vadodara, Rajkot, Surat, Bhavnagar, Jamnagar, Junagadh and Gandhinagar will be closed from March 19, 2021 to April 10 Will be done. Online education-home learning will be provided in the schools of these 8 Manpa areas as well as the first examination will be taken online in the secondary and higher secondary schools.

The first exam will be taken offline from March 19.Bhupendrasinh Chudasama further said that online examinations will be conducted in primary schools as per the existing schedule. Direct education work will continue for the students who will volunteer in secondary and higher secondary schools in all the other areas except these eight municipalities. Not only that, the first examination of Std. 9 to 12 will be taken offline from 19th March to 27th March as per its schedule. The current online home-learning education will continue.

The Education Minister further said that online / offline examinations will be conducted in the primary schools of areas other than 8 municipal areas as per the existing system and schedule. The meeting also decided that the existing system of direct education for volunteer students would remain the same. Regarding the decisions taken for the colleges and universities in the state, he said that the offline examination of graduate-graduate level scheduled from March 19, 2021 to April 10 has been postponed. The universities will announce a new timetable for these examinations.

While the university hostel will continue and students will be able to get education by staying in their hostel room. All the practicals of postgraduate-postgraduate examinations, offline classes and PG will continue in the state universities. This decision will apply to all public and private universities in the state.

Exactly one year later the school-colleges closed again.Educational work in schools-colleges, educational institutions was closed from March 16 last year. Since then, schools and colleges in Std 6 to 12 have been reopened in phases from January to February, but within a year, Coroni's condition has worsened and it has been decided to close schools and colleges in four metros again on March 18.

Polling for a total of 144 wards across six civic bodies- Ahmedabad, Surat, Rajkot, Vadodara, Bhavnagar and Jamnagar- was held.

In a video message after the conclusion of the election, State Election Commissioner Sanjay Prasad said that voting was largely peaceful.

"Voting concluded peacefully. There was no news of any major untoward incident, and people voted in a peaceful manner. For this, I express my thanks to the voters, political parties, and administrative and police staff involved in election duty," he said.

In these polls, the main contest was between the BJP, which has ruled the six corporations for the last several terms, and the main opposition Congress.

The Aam Aadmi Party (AAP) had earlier claimed that it would be an effective alternative to the BJP and Congress, while Asaduddin Owaisi's All India Majlis-e-Ittehadul Muslimeen (AIMIM) is making its debut in the local bodies polls in the state as it fielded 21 candidates in six wards of Ahmedabad.

A total of 2,276 candidates were in the fray in these six civic bodies.

The partywise candidates were as follows: 577 from the BJP, 566 from the Congress, 470 from the AAP, 91 from the NCP, 353 from other parties and 228 Independents

An average 46.1 per cent voter turnout was recorded in the elections to six municipal corporations in Gujarat, officials said on Monday. Polling was held from 7 am to 6 pm on Sunday for a total of 144 wards across six civic bodies - Ahmedabad, Surat, Rajkot, Vadodara, Bhavnagar and Jamnagar.

Voting for the by-election (By Election 2020) was held on November 3 in eight assembly seats in Gujarat on Tuesday. For the first time in the Coronavirus, voting was held with this mask and social distance. The fate of a total of 81 candidates, including BJP-Congress in eight seats, has been sealed in the EVM. Of the total 1.14 crore voters registered in these major cities of Gujarat, 52.83 lakh had cast their ballots, the SEC said in a release.
