Corona patients are on the rise in the city of Ahmedabad after the Diwali festival. Dr. Rajiv Gupta said that precautionary measures need to be taken to prevent further spread of corona in the city. So tomorrow i.e. from 20th November from 9pm to 6am curfew is declared till new notification comes. It may be noted that the curfew was lifted from Ahmedabad on August 1. The Bareja municipality has also announced a voluntary lockdown from November 21 to November 30.

UNLOCK - 4 GUJARAT GOVERNMENT GUIDELINES -GUJARATI

Public parks and gardens will reopen in Gujarat and shops will function without any time limit, under the Unlock 4.0 guidelines issued by the Gujarat government on Tuesday. The state Home department, in a notification, permitted public parks and gardens to reopen outside containment areas.

Unlock 4 guidelines are out. Metro services can resume from Sept 7 public gatherings are allowed from Sept 21 with ceiling of 100 persons. 


Cinema halls, swimming pools, theatres and similar places are to remain closed. However open air theatres are permitted to open from Sept 21.

Schools, colleges, Educational and coaching institutions are to remain closed; states and UTs may permit 50% of teaching staff to come to schools for online teaching from Sept 21. Students of Class 9-12 can voluntarily visit schools, with parents’ written consent. 

Only spitting in public places is now barred under National Directives for Covid-19 Management. State/ UT Governments shall not impose any local lockdown (State/ District/ sub-division/City/ village level), outside the containment zones, without prior consultation with the Central Government: Government of India. National Directives for Covid19 management shall continue to be followed throughout country, while ensure social distancing. Shops need to maintain adequate physical distancing among customers. MHA will monitor the effective implementation of National Directives

Unlock 4: Why Fourth Phase of Unlocking From September 1 Will be Most Crucial

Announcing the guidelines for Unlock 4.0 on Saturday, the Ministry of Home Affairs said that the state governments should not impose any local lockdown outside containment zones without consulting with central government. It also said that Metro rail can resume its services from September 7 while social, cultural, religious, academic, sports or political gatherings will be permitted with a ceiling of 100 persons from September 21.

With India reporting 76,472 cases in the last 24 hours, the total number of coronavirus infections in the country crossed the 34 lakh mark to reach 34,63,973 on Saturday. This is the third consecutive day when over 70,000 cases have been recorded in India. Also, with as many as 1,021 deaths in the same period, the country’s toll has reached 62,500.



A 110-year-old woman successfully fought the coronavirus to become the oldest Covid survivor in Kerala after being discharged from Government Medical College Hospital in Manjeri on Saturday. The woman, Variyathu Pathu, had only minor symptoms. Her victory over the virus became a major achievement for the state.

Unlock 4.0, the fourth phase of opening of the economy after coronavirus lockdown, will start from September 1.

This phase comes at a time when India’s Covid-19 tally has crossed the 3.46 million mark and the number of deaths due to the disease have gone up to 62,550.

Officials have said Unlock 4 guidelines, which will be announced later this week, only mention the activities which will be prohibited while the rest can resume.

• The Centre is likely to allow resumption of metro services, which were halted since March 22, in Delhi and the NCR from September 1. Contactless ticketing system will be put in place and passengers will not be allowed to use tokens anymore.

• Karnataka may push for opening cinema halls and allowing sale of liquor in restaurants in a relief to hospitality sector.

• In Unlock 4.0, domestic flights from Covid-19 hotspots will be allowed to land in Kolkata. “We have received several requests to resume flight operations from six Covid-19 hotspot states. So from September 1, flight services from these six states (Delhi, Mumbai, Pune, Nagpur, Chennai and Ahmedabad) can resume thrice a week,” CM Mamata Banerjee said.

• While pubs and clubs are expected to open next month, West Bengal will be under complete lockdown twice a week.

• Local trains in Mumbai will not resume in this phase. Mumbai police has also warned motorists that they will impound vehicles if they cannot show a valid reason for being out.

• Chennai has announced that e-passes will be mandatory for inter-state and inter-district movement. Restrictions on liquor shops and hotels may be eased in the city in Unlock 4.0.

• In Karnataka, the academic year of colleges for various degree courses will commence from September 1 with online classes while offline classes may begin from October 1, the state government has said.As per the latest data by the health ministry, active cases stand at 7,52,424 and the number of recovered patients is now 26,48,999 


Meanwhile, the cumulative tests for detection of COVID-19 have reached close to 4 crores in the country. India has tested more than 9 lakh samples for the second consecutive day, the health ministry said.

Meanwhile, Uttarakhand BJP Chief Bansidhar Bhagat and Uttar Pradesh cabinet minister Satish Mahana tested positive for COVID-19 on Saturday.

Schools May Go For Odd-Even Plan


NEW DELHI: lt could be ‘oddeven’ time for classrooms in schools post the national lockdown, which means there will be only 50% students on campus on any given day.



As per the school reopening plan being considered by the National Council of Educational Research and Training (NCERT), social distancing and more individualistic assessment and teaching-learning will be guiding principles likely to be announced by the ministry of human resource development (MHRD) next week. 

Given concerns over a digital divide between schools as well as students, the Council is creating material and live interaction content to be aired through TV channels through an ‘each class, one channel’ strategy.

Stating that final guidelines will be approved by the MHRD, NCERT Director Hrushikesh Senapaty said the idea is to create a conducive environment with involvement of all stakeholders and not compromise on the learning outcomes of students.

Claiming to be the first in the country to offer such a scheme in government schools, the state education department will roll out “Gyankunj” scheme for Class VII and VIII students in 2,051 government schools across districts by July.

IN A major move towards digitisation of education, the Gujarat government schools from this academic session will start replacing school bags and textbooks with tablets, making students “burden-free”. Claiming to be the first in the country to offer such a scheme in government schools, the state education department will roll out “Gyankunj” scheme for Class VII and VIII students in 2,051 government schools across districts by July.

These schools will be chosen from nearly 34,000 government primary schools in Gujarat. Gujarat Chief Minister Vijay Rupani, during an enrolment drive in Ahmedabad’s Asarwa constituency on Saturday, claimed “mahapurush” have been from government and not private schools and that Gujarat is all set to pave way for digital and quality education in its government schools where students will be free from burden of school bags, textbooks and stationery, and get tech-savvy through handy tablets.

The Gujarat government on Thursday announced a Rs 5,000-crore relief package for tiny businesses.



Under the package, an interest subsidy, moratorium on repayment and a collateral free loan of up to Rs 1 lakh will be given to small traders, professionals and street vendors.

Announcing the relief, chief minister Vijay Rupani said that though the annual interest on the loan is 8% but the beneficiaries would have to pay only 2% as the state government would bear remaining 6%.



According to him, the beneficiaries would also get a moratorium of six months on repayment of interest and principal amount.

“The loan would be for tenure of three years and the state government would finalise guidelines for the same soon.

We hope to complete all the formalities in coming three months,” said the chief minister.

Rupani further said that the loans will be available under Atmanirbhar Gujarat Sahay Yojana from cooperative banks, district banks and credit cooperative societies on the basis of a written application.

The state has a huge network of more than 220 urban cooperative banks having 1,000 branches across Gujarat.

Moreover, 18 district cooperative banks have 1,400 branches across the state.

        AIIMS Director Randeep Guleria says June and July are the peak time for corona positive cases in India, with cases declining after August. Lockdown 2.0 is coming after Lockdown 2.0. People need to save even more.

        The central government may extend the lockdown till May 8. A senior Gujarat official said the central government was thinking that in states where the number of corona positives was increasing, the opinion could prolong the lockdown in their own way. AIIMS director Randeep Guleria has made a very serious revelation at a time when corona is rampant in India and Gujarat. If his statement is true, Corona cases could be seen in India and Gujarat in June, July and August. The number of these cases will be huge if vigilance is not maintained. The official said that the number of positive cases in Gujarat could cross 18,000 by May 31. Guleria said the number of positive cases in India would increase significantly in the next three months. He said two things are needed. As the number of cases is increasing day by day, the rate of testing is also increasing. If we want success then testing may increase but cases should be less so we have to be vigilant. Agreeing with Gularia's statement, the front secretary of the state health department, Dr. Jayanti Ravi says that like India, Gujarat has also benefited a lot from the lockdown. The move did not speed up the flow of cases.

         People have cooperated with the government with restraint. He says the number of positive cases of corona is June and July in which the number of infected patients will be at the peak i.e. will grow very fast. If people do not follow social distance and do not wear masks, a positive case of corona can erupt. However, he said the number of positive cases of corona would decrease after June and July.

         The government will have to increase the number of testing in Kovid centers and implement a complete lockdown in hotspot areas. Like Guleria, Gujarat Chief Minister Vijay Pani also believes that the fight against Korona will last a long time. People’s lifestyles have to change. New rules will have to be applied to go to shopping malls, movie theaters. People have to take precautionary measures themselves.

        The Government has provided relief for third party Motor Insurance & Health policy holders in the light of COVID-19 lockdown. The Ministry of Finance has issued notifications on April 1, 2020, stating that the renewal dates of Health and Motor insurance policies which fall in the period from March 25, 2020, to April 14, 2020, are extended till April 21, 2020 due to coronavirus lockdown.

        This means that your existing policies which are falling due for renewal from March 25, 2020, to April 14, 2020, can be renewed up till April 21,2020.

        Third Party Motor Insurance :

        If your current compulsory third-party Motor insurance policy is expiring between March 25, 2020, and April 14, 2020, and you are not able to renew your policy because of country-wide lockdown then you can renew such motor insurance policy by April 21, 2020.

        According to the notification issued by Ministry of Finance,

        "The policyholders whose motor vehicle third party insurance policies fall due for renewal during the period on and from the 25th March 2020 up to the 14th April 2020 and who are unable to make payment of their renewal premium on time in view of the prevailing situation in the country as a result of Corona Virus disease (COVID-19), are allowed to make such payment to their insurers on or before the 21st April 2020 to ensure continuity of the statutory motor vehicle third party insurance cover from the date on which the policy falls due for renewal.”
